Challenge:

Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) and Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNS & IMF) are focused on providing the Fleet with quality, timely and cost efficient maintenance, modernization, and technical and logistics support. Both shipyards provide depot and intermediate levels of repair, overhaul, conversion, alteration, refurbishment, de-fueling, refueling, and decommissioning of Navy vessels with a focus on submarines and aircraft carriers. Key and essential to accomplishing the mission of the shipyards is the ability to effectively perform planning and estimating, material ordering and work packaging, troubleshooting and failure mode analysis, assessments and inspections, testing and work control, and oversight functions. Because of fluctuations in workload, both Public Shipyards require help to support surge requirements in meeting their mission.

Solution:

Over the past seven years, LCE has provided surge requirements in the form of talented and well qualified individuals to both public shipyards to help meet workload demands.  The workload is exacerbated by a shortage of experienced personnel in critical areas.  ESG currently has 52 individuals providing services to both shipyards in the areas of shipboard mechanical systems, electrical systems, structural maintenance and inspection, combat systems maintenance and testing, material ordering, project management, scheduling, work packaging, and work test and control.  All of these employees are recently retired civil servants with more than 20 years of Naval Shipyard experience in their respective area of expertise.
